Committee Chairman Nishikant Dubey said that he would ask the Ministry of Electronics and Information Technology to define Article 19 and includes morality, dignity of women, defamation of public and provisions for safety of children.

Section 66A of the Information Technology Act, 2000 made it illegal to send aggressive messages using a computer or communication device. Its objective was to protect from cyber crimes such as identity theft, child pornography and cyber-viciousism.
However, the provision was criticized for violation of speech and freedom of expression. In 2022, the Supreme Court ruled that Section 66A was unconstitutional and directed that the police should not register complaints under it.
The court also said that the expressions used in Section 66A were open, undefined and therefore arbitrary. The definition of crime under the section was so roughly defined that it also took to its sweep preserved speech, and therefore, the balance of the right to free speech and the implementation of proper restrictions on it disturbs the balance.
However, the striking of the block has essentially informed the common man of the hazards without any remedy.
Therefore, the committee will prepare a brief draft provision such as amendment to the existing law to protect the public from such dangers and provide teeth of law to the benefit of the common man. This provision will be shared with the Ministry of Electronics and it can later take it with the Central Government for reflection and implementation – if it is considered appropriate.

Dubey told the members that he would communicate his feelings to the government. He said that in his communication, he would ask the Secretary of the Ministry of Electronics and Information Technology to define Article 19 and include morality, dignity of women, defamation of public and provisions of safety of children.
The committee, which has a cutting member in political parties, talked uniformly on the issue, which concerns the public and affects weaker sections such as women and children.
On Thursday, the committee wrote to the Ministry to suggest amending the existing provisions in the law that can help fix the accountability for obscene or pornographic content in all forms of the media. In its request for the government, the IT committee sought the ministry’s response till 17 February.
The committee members include actor and politician Kangana Ranaut, Parliament member Priyanka Chaturvedi, TMC MP Mahua Motra, BJD MP Sasamit Patra, Music Legend-MP-MP-MP Ilaiyaraja, Bahubali writer Vijayendra Prasad, and Media Bairan Cartikeya.
